Biodiversity Protection in the Transbondary Region “Northern Tian Shan Mountains”

A significant part of the Tien Shan is located on the territory of the Kyrgyz Republic. Mountains include an amazing variety of ecosystem services, and products that are needed not only to local residents, but also to people around the world. Mountains provide with forest products, vivifying humidity, preserve habitats of flora and fauna , adjust the risk of natural disasters and play a significant role in the formation of weather. Itis necessary to relate carefully the biodiversity of the region in order to save nature. For this purpose, the RDF launched the project "Biodiversity Protection  in the Transboundary Region of the Northern Tien Shan Mountains".

Proposal

Establishment of an integrated management for the protected areas and their vicinity in the transbondary region of the “Northern Tian Shan Mountains” in Kyrgyzstan and Kazakhstan. This control system will increase the level of protection of biological diversity and forests of the region will improve the living conditions of local population, also will contribute to climate protection.


Tasks

-The development of modern management plans for protected areas. PA has a modern management plan (developed by the standards of the IUCN). A general management plan for cross-border region. There is a system for monitoring the status of flora and fauna, which also provides information on climate change and make recommendations for the effective protection of biological diversity;

- Developing and implementation of stable system of animals’ grazing in the region in cooperation with the regional authorities and the administrations of protected areas. Activation the concept of integrated management of pastures;

- Promotion of eco-tourism and tourism-based community. There is a network of guest houses in one of the villages, which was carried with help of ecotourism fund. It was implemented a cross-border system of hiking trails, appropriate maps for hiking trails.

RDF will work on the implementation of tasks 2 and 3.

 

The main activities of the project

To solve the problems and achieve 2nd  and 3rd  tasks  of the project, RDF undertake the following activities:

To develop and put a sustainable system of animals’ grazing in the region:

1) Assess the extent of degradation and the pastures’ capacities of Kok Oyrok ayil okmoty ;

2) Carry out a general survey of the current practices in use of pasture grazing committee of Kok Oyrok ayil okmoty, including the territory of the State Natural Park Chon Kemin;

3) Carry out a mapping of pastures in order to use it as a tool in the development of management plans for the improvement of pastures and pasture management;

4) Will assist in the development of pasture committees’ work on a methodology for assessing the effective management of pastures;

5) Will identify the needs for improvement of grazing on pastures with the requirements of grazing on pastures of protected areas;

6) Will train members of the pastoral committee in accordance with their identified needs in improving the knowledge of pasture management;

7) Will assist in the mechanism improvement of administrative and financial management of Pasture Committee;

8) To educate members of pasture committees and assist in the development of mechanisms for monitoring and pasture conditions;

9) To develop and implement a program of grants for combining pasture;

To promote eco-tourism and community based tourism:

1) Assess the tourist potential of the National Nature Park "Chon Kemin";

2) Will assist the local community in the creation of a community fund for the sustainable development of local communities;

3) Will assist the local community in the development of tourist routes;

4) Develop an action plan and implement activities aimed at raising awareness and informing stakeholders about tourist products created within the project.
