Horizontal learning of effective water resource management on the level of local government

In compliance with law of Kyrgyz Republic water user association became responsible for content and exploitation of intraeconomic irrigation systems and irrigation water supply for local people. Nowadays not all Association of water users (AWU) provide qualitative serviceof irrigation water supply for local residents. Accounting this situation often some problems appear with irrigation local residents agricultural lands. It directly affects their well-being and leads to an increase conflicts in places because of the irrigation water.

Despite the fact that the irrigation water management was transferred to AWU, the role of local government remains high.

The degree of interaction of local authorities and AWU irrigation system management issues and irrigation water supply for local residents directly effects on getting local residents access to irrigation water. Practice shows that in the places of those ayil okmoty and AWU where strong human resource there is interaction on the proper level and local residents are provided by irrigation water.

 

Target of the project

The target of the project “Horizontal learning of effective water resource management on the level of local government” was the an potential increase of representatives of 120 local authorities of Osh, Djalal-Abad and Batken regions concerning to water resources management and interaction with associations of water consumers in matters of irrigation water to local residents.

 

Primary activity

The project directs on the realization of large plan activity which includes but is not limited to conducting of teaching trainings and seminars, representations of legal consultations, and also realization of micro grant programs in various fields.

 

Basic actions of the project

Revealed, studied, described, leading practices of irrigation system and content of AWU at least 10 were recognized as competent by the organizations of south regions in Kyrgyz Republic.

Developed educational module “Trainings for trainers” (TOT) directed on interaction between authorities of local government and AWU concerning to improvement of management of content irrigation system AWU;

Conducted 2 TOT with participation of representatives from 30 selected local government of Osh, Djalal-Abad and Batken regions;

As result of training mentors completed home assignments, which were directed to enhancement of interaction between local government and AWU concerning to revealing problems of local irrigation system and irrigation water supply to local residents and developed joint plans to solve existing problems;

Each representative of 30 local government and AWU learned during trainings taught representatives of neighbor authorities of local government and AWU successful irrigation system management practices and helped them in developing additions in irrigational system management plans on the territory of their villages;

Conducted 3 regional forums in Osh, Djalal-Abad and Batken regions concerning to reaching aims of the project: success, difficulties, conclusions and recommendations with participation at least 30 authorities oflocal government, AWU and other interested sides;

Sub granted program was supported for stimulation of intermunicipal cooperation.
