RDF’s specialists went to the study tour into the Republic of Albania

 RDF’s specialists jointly with the State Agency of Environmental Protection and Forestry under the Government of Kyrgyz Republic visited Republic of Albania from 23-30 of November, 2014.

The group from Kyrgyz Republic consisted of 5 members:

- Director of Forest and hunting department  within State Agency of Environmental Protection and Forestry under the Government of Kyrgyz Republic Beisheev B.K.;

- Director of the Natural Park  "Chon-Kemin" - Dabaev K.K .;

- RDF ‘s Project Coordinator - Omorbekov A .;

- Specialist consultant in RDF - Koychumanov B.A .;

- Specialist of RDF - Tursalieva A.


Purpose of the visit

The purpose of the informative tour was to study international experience in joint forest management on the example of Republic of Albania. This educational tour was in the framework of the project "Community co-management of Mountainous Ecosystems model in the Kyrgyz Republic” funded by the Christensen Fund (USA).

 

 

 

 

Main activities

The group from Kyrgyz Republic studied the experience of transferring to the local communities joint management of forest and pasture resources, which was done in Albania, and made analyses of practical experience and new approaches in natural resource management at the level of local authorities (communes), as well as acquainted with the methods and new methods of community mobilizationand community resource mapping.

During the study tour group from Kyrgyzstan met with the Director of Forest Department - Yili Hoxha, Director of Biodiversity - Odeta Kato, head of the municipal forestry and Cadaster - Preng Prenga and other representatives from the Ministry of Environment in the Republic of Albania. During the meeting, representatives of inviting part acquainted with the management system of forest and other natural resources in Albania, with legislative base that regulatessystem of forest management, particularly system of joint forest management. Special attention was paid to processes and procedures of transfer of forest land into joint forest management; processes of communes’ formation , their organizational structure, as well as activity plans and financial arrangements.

        Additionally in continuation of studying international experience were held meeting with Director of the National Environmental Agency Julian Beqiry, with Director of Forestry Konstantin Dano, and with head of GIS in the National Environmental Protection Agency, Sokol Bezhani.

Director of NGO “CNVP Albania” Janaq Male and head of the National Federation of forests users Associations Rexhep Ndreu kindly shared the practical experience of local communities.

Moreover, study tour included field trips. According to this trips the group from Kyrgyzstan learnd situation and condition of forest resources in the Diber area, in the communes: Zerchan, Melan, Slove and Kala e Dodes (communal forestry and micro-basin), in the Kukez area- in Malizi commune (joint mapping). In Shkodra area, Mr.Marc Rupa provided information about joint mapping and innovative approaches to searching additional sources of income.

      After field trips was organized next meeting  with Mrs. Drita Dade, Senior Natural Resource Management Specialist  of the Development of Natural Resources project, financed by World Bank and with Mr. Orion. They presented new project on environmental services.

According to the Director of Forest and hunting department  within State Agency of Environmental Protection and Forestry under the Government of Kyrgyz Republic Beisheev B.K. this visit was organized on high level as well as it was very informative, significant and  necessary for officials  as international experience in reforming of forest resources management is very important for Kyrgyzstan. We should study these experiences and, avoid wasting time and money on piloting of different approaches in our forest enterprises, and develop a special model for effective forest management to improve their sustainability, considering climate changing.
